This PR fills one of the API holes discovered by @nickvigilante : deletion of fragments by URI (vector). We also added tests for fragment deletion by timestamp while were were at it (which is now particularly easy as
fromDataFrame()as of somewhat recently can now write at given timestamps).SC 51068
