Use TileDB 2.16.2

This PR updates the package preference to TileDB 2.16.2 following its release earlier today.

Ubuntu CI flaked out over networking issue during bootstrap / downloading step. Looks like it is an issue coming from the CRAN mirror serving the R binaries.

But apt runs fine here for me so it is likely temporary. Same job also passed a few minutes earlier. I may try one or two more times but given that the same job passed I may override and still merge.

Of course I get a cloudfront host here for the cloud.r-project.org DSN and GH in their magic may have overriden DNS, be caching somewhere, ... (Kinda cute that I get human-readable ip4 addresses in Docker and meaningless-to-me ip6 in Ubuntu 23.04. Ahh well.)

Third try is the charm at GH too. Now running tests [and now done] but the red-haired stepchild OS from Cupertino still queued ...
