Currently the tests being run within the GitHub actions are falling at the first hurdle due, it seems, to this. Investigate and solve.

Test if bumping the version of the action helps

See Textualize#2568. It seems that a later version of the action, but not the *latest*
version of the action, works for Python 3.8 and Windows (if I'm seeing the
same problem as I'm seeing in the action's own issues, then this is a
possible workaround).

There is an issue with the latest version of this action, that's specific to
Python 3.8 on Windows. Pinning to the (as of the time of writing)
last-but-one version lets out tests work again.
