问题描述

问题：周期任务很多时，排布很乱，容易误触
用户视角：不开启就是不常用，但是偶尔要用，所以不能删，开启的是常用的，排在一起也好找

周期任务按照 收藏、开启、未开启 的顺序 进行排序。
