Add ibc ante handler

Context and purpose of the change

Creates a custom ante handler by extending from cosmos sdk ante and adding ibc RedundantRelayDecorator to the list of decorators.

Brief Changelog

• Adds RedundantRelayDecorator to the ante handler.
