Current Behavior

Upon upgrading to 0321, Refresh needed appears over and over when you hit REFRESH PAGE.

Expected Behavior

Replace refresh button / messaging with instructions for how to hard refresh (CTRL+SHIFT+R worked in Firefox).

Steps to Reproduce

Update to 0321.
