Inconsistent Tag just by switching color

            <div class="tag tag--black">Dark</div>
            <div class="tag tag--primary">Primary</div>

I noticed the mouse pointer changed to hand (as if it is clickable) on "Primary", but the "Dark" doesn't. Why the inconsistency? Why a tag needs to be clickable?
