We have to wait until zip support has been added before we can add sampctl to it
microsoft/winget-pkgs#174
microsoft/winget-cli#140

Installing .zip files is supported with winget version 1.4, so maybe you could revisit this issue?

We still have to wait for goreleaser to implement support for WinGet as that is how we publish our code.

Seems goreleaser added winget support: goreleaser/goreleaser#4081
@ADRFranklin maybe worth a look for next release (or current if you have time :) )
