For review with DEX on VS Code extension

  1. Replace pyproject.toml
    1. Pyproject.toml uses hatchling and plugin to use requirements.txt
  2. Consolidate app.toml, pytest.ini, and pylint.rc under pyproject.toml
  3. Add main() method, which is called by the __main__ block
