This PR bumps the Selenium Manager version to 0.4.13

Part of the Selenium 4.13.0 release.

I fixed the workflow to build SM in CI (it was failing in Linux). So we can use that workflow to build the SM binaries (as usual, they should be placed in the commons folder).
