What this PR does / why we need it:
The tag we were using for the CUDA base image (i.e.
nvidia/cuda:10.2-cudnn8-runtime-ubuntu18.04) is no longer available in Docker Hub, so this PR updates that tonvidia/cuda:11.4.3-cudnn8-runtime-ubuntu20.04.Which issue(s) this PR fixes:
