CompatHelper: bump compat for Enzyme in [weakdeps] to 0.13, (keep existing compat) #105

This pull request changes the compat entry for the Enzyme package from 0.12.12 to 0.12.12, 0.13.
This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry.
It is your responsibility to make sure that your package tests pass before you merge this pull request.

I assume this one needs a bit more of an in-depth read, so I was leaving it to @Vaibhavdixit02 . Things like autodiff_deferred, forward mode stuff, etc. so I think this one likely needs updates to support the new major.

DI is holding it back here. So #110 will have to include this version bump too, @wsmoses could you review the Enzyme changes in that PR?
