[6.15.z] Preserve Capsule host for build sanity failures #17099

Cherrypick of PR: #17083

Problem Statement

  • Currently, Capsule host in build sanity job gets checked in even when there are test failures. This makes it hard to debug test failures, especially in the case of nightly and snap templatization jobs.

Solution

  • Preserve Capsule for debugging
