cleaned and refactored _generate_annotations module still missing test data - waiting for a response from Lars

Summary of Changes
New feature to determine which parameters of a given API only ever are assigned one value and hence should be constants. The function returns a dict, that is to be used in #436.
Testing instructions
A simple test has been provided that uses some test-data, which can be found in package-parser/tests/data/constant. Once this feature hast been properly integrated with issues #433 and #436 have been properly integrated a broader test can be developed.
