[LUX] Automatic case processing for Pertussis cases [2]

Feature Description

When a case is created automatically through a positive lab message being consumed by SORMAS, it should automatically be set to CONFIRMED if the result is clear enough.

The following feature should only be implemented in this way for systems set to the locale of Luxembourg. All other locales should not be affected by this change.

Added Value/Benefit

This will improve data quality of pertussis cases.

Acceptance Criteria

• The automatically created case is set to "Confirmed" if the critera is fullfilled
• The automatically created case is set to "Not yet classified" if the critera is not fullfilled
• "Investigation Status" is set to "Pending"
• "Outcome of Case" is set to "No outcome yet"

Implementation Details

Reminder:
All of the described changes below should only affect systems configured to be used in Luxembourg

• If a case is being automatically created from a lab message and the following criteria is fullfilled, set it to "Confirmed" automatically:
  The lab result is positive and the test type is either "Cult" (PERT 2) or "PCR" (PERT 3)
• in all other cases, set it to "Not yet classified"
• In both of the above cases, always set "Investigation Status" to "Pending" and "Outcome of Case" to "No outcome yet"

Hide the "info" button that shows the case classification for Pertussis cases.

In the future, this needs to extended to also take cases into account that are created through doctor declarations once it is available. A seperate issue will be created once this becomes relevant.
