Creates a Steam CMD child process to query information about various Rust builds
Will add information about getting this working soon.

Inspiration for this came from https://github.com/Pinkstink-Rust/RustVersion and https://github.com/steamcmd/api although I have improved upon both greatly ( in my opinion :P )
