Migrate to copier template for pre-commit-mirrors

Migrate to copier template.

⚠️ The id of the hook changes from insert-license => insert-license-header-conda.

When a future release of insert-license-header is available and triggers a new version of this hook e.g. 1.4.0, the our templates using this hook need to update the id of the hook if they switch to the newer version!

Edit: Reverted the id back to license-header.
