docs.quantum.ibm.com/api/qiskit-ibm-provider was removed, so this is a broken link.

@ElePT I'm not sure how to deal with the failing qpy test. Edit: let me try syncing main

The QPY backwards compatibility test is flaky, re-running it often does the trick. I don't think the failure is related to the content of the PR.
