refactor!: remove field length params

Description

Remove the MinNameFieldLength and MinDescriptionFieldLength params from the chain.

Remove all associated validation logic with these params.

Field lengths are now checked by x/pylons/types/validate_common_fields.go:ValidateFieldLength() with default range of [3, 65535].
