This change consists of WFB to WIC transformation in REST API. This also includes simplification and alleviation of the previous brittle handling of WIC and consists of two new tests. With this change any WFB workflow object with Sophios inbuilt CLTs or WFB workflow inline CLTs can be compiled into compliant CWL (with inline CLTs in runtag).
