I tried to test this PR and didn't notice any regressions, but I also was not able to reproduce the initially-reported behavior of high Grafana CPU usage, so I don't know whether this PR actually changes anything. Regardless, I will merge this PR since I think the risk of breakage is low. |

This PR enables the feature flag added by PlanktoScope/device-pkgs#16 to limit Grafana's CPU usage.
