Add format keyword to Operator.sparse_matrix for issue #2881

Description of the Change: Add format keyword to Operator.sparse_matrix

Benefits: Supports application that uses scipy sparse matrix format that is other than the default 'csr'.

Possible Drawbacks: Impact downstream functions.
