bump cancel-workflow-action to latest version

Doing the same as @AmintorDusko did in PennyLaneAI/pennylane-lightning#345.

If you push to a branch twice in quick succession, the re-ran CI flows are auto-cancelled likely due to a bug. This doesn't happen in lightning after the version bump, so I'm doing the same here.
