What Does This PR Do
Adds a filled crate of 13 solar panels, a solar control board, and a manual to deltastation and cerestation's secure storeage. This reflects what can be found on box, emerald, and meta.
Why It's Good For The Game
Methods of back-up power is good and deltastation just has an empty solars crate that contains nothing
