Description
pybind的CMakeLists.txt文件中在编译eager_legacy_op_function_generator移除了对python的依赖，导致aarch64架构下出现引用了未定义的符号错误，如下图：
而#56555 为了解决libssl.so找不到的问题，转而使用静态库，但在aarch64架构下会报如下错误：
所以针对这两处bug，都采用了条件编译的方法来绕过。本地验证能正常编译通过：
