  • Add python 3 package "packaging" #15 (for PX4/PX4-Autopilot#14401)
  • Latest Cygwin package versions as of the build time
  • Set default python version to 3 since Cygwin doesn't automatically link version 2.7 anymore #16

Not urgent to update from v0.8.
This release is designed to build latest PX4 master and soon to be released PX4 v1.11.
Errors on PX4 v1.10.1 SITL compilation because of some small compiler warning.
