Incorporate slightly different PUF and CPS data files

This pull request updates the cps.csv.gz file by removing the old filer variable and it also renames the old filer variable in the puf.csv file as data_source. The data_source variable is not used in tax-calculation logic; it just identifies the primary source of the filing unit's data as being either IRS-SOI PUF (=1) or CPS (=0). Because all the filing units in the cps.csv.gz file would have a data_source value of zero, that variable is not included in the cps.csv.gz file. Because this variable is not used in the tax calculations, there are no changes in tax results in this pull request.
