This pull request incorporates the changes in
mcare_ben
(Medicare benefit) andmcaid_ben
(Medicaid benefit) values generated by the logic changes in taxdata pull request 185. The new values are actuarial values of the health insurance benefit. These actuarial values replace the annual health expenditure values that had been used before this pull request. The need to make this change was discussed in C-TAM issue 68 and in taxdata pull request 185.These changes have no effect on tax liabilities because neither Medicare nor Medicaid benefits are taxable. However, when using the CPS data, the value of Medicare and Medicaid benefits is included in expanded income, which means that distribution or difference tables that divide the population into subgroups using expanded income will be changed (even though the ALL statistics in those tables are unchanged).
