Migrating Buttons and Tooltips to chakraUI

Is your feature request related to a problem? Please describe.
This issue focuses on migrating all the buttons, links and tooltips to chakraUI, also i will modify the test cases (if at all needed) to get the expected result.

Describe the solution you'd like
The step by step procedure is as follows:

• Migrate all the buttons across the frontend
• Migrate all the anchor tags to Links
• Migrate all the tooltips to ChakraUI Tooltip

NOTE : All these are mostly independent and other contributors won't change these for the time being,so these won't cause merge conflicts with ongoing issues
