Improvement for the refresh mechanism in the TAPA when the target in the NSP is in disabled state or no longer existing. The TAPA is now ignoring itself from the list of identifier in use, so it can now refresh its registration if it became disable in the NSP.

Improvement for the refresh mechanism in the TAPA when the target in the NSP is in disabled state or no longer existing. The TAPA is now ignoring itself from the list of identifier in use, so it can now refresh its registration if it became disable in the NSP.
