Issue #6880

1. Change "Fixed" to "Space" in idd.in file
   The IDD says that Schedule:File accepts "Fixed" as a column separator, but that isn't the case. It accepts Comma, Tab, Space, and Semicolon

2. Add the unit test case using "space" as a column separator

@dareumnam I added the Fortran transition rule implementation. As long as CI is happy this will merge in tonight or first thing in the morning.
