Issue overview

When there is no heating or cooling load but the ZoneHVAC:HybridUnitaryHVAC unit has to operate to meet the minimum ventilation requirements, the unit is going into Standby mode instead of providing the required minimum ventilation. The section in the code to set the CurrentOperatingSettings references meeting the load or not, but doesn't take required ventilation into account and goes into Standby mode.
