Update gsi_monitor and ufs_utils hashes to recent hashes for C5/C6 build and run

Description

What:
Updates gsi_monitor hash to Add/fix build capability for Gaea-C5, Gaea-C6, and container Commit 879f590
Updates ufs_utils hash to Update to build on both Gaea-C5 and C6 Commit 5b2bfa3

Why:
To clone, build, and run at least the C48_ATM CI test on C5 and C6.
Resolves #3251

The changes in gsi_monitor.fd will have no impact on other machines, but the changes in the hash of ufs_utils.fd; specifically the code change associated w/ sorc/chgres_cube.fd/atm_input_data.F90 should be tested via the CI on all platforms.
