Update uncoupled settings to correspond to coupled

Update of configuration variables:

config.fv3

IALB=2, IEMS=2, DO_CA="YES", opt_sfc="3"

Update of CCPP_suite for uncoupled:
FV3_GFS_v16_nsstNoahmpUGWPv1
(could be a part of updating the build to be a unified coupled/uncoupled build and if confirmed, could use the coupled CCPP suite as well).

Explanation:
When trying to run a uncoupled run with the corresponding configuration and ICs as the coupled P8A, it was found that these variables should be updated.
