Provide the global workflow users a choice of infrared cloud detection schemes within the GSI. The current cloud detection scheme is the default. The new cloud detection scheme can be turned on/off with a namelist variable. The new cloud detection scheme is already incorporated in the GSI.
What are the requirements for the new functionality?
Modifications to exglobal_atmos_analysis.sh will be required to copy fix files to the working directory and namelist flags to turn on/off the new cloud detection scheme. The fix files will need to exist in one of the current directories ($FIXgsi).
Acceptance Criteria
The default settings will not change the answer.

A new infrared cloud detection scheme "CADS" was added to the GSI. These
changes allow the use of this new scheme within the global-workflow.
Setting the namelist variables to .true. (e.g. cris_cads=.true.) will
envoke the the new scheme for that instrument.
