update post lib to 8.0.6 #83

Post lib 8.0.6 i s now available on dell, cray and hera. The library contains two updates:

  1. Upgrade crtm to 2.3.0
  2. Use g2tmpl 1.6.0 from operational library side

Model needs to update to the latest post lib. It is expected that there is no impact on the current ufs-weather-model results.

The code changes were merged in PR #104, close ticket.
