This is just a starting point with @WenMeng-NOAA listed as a global owner who will be assigned as reviewer to all PRs unless the PR only makes mods to docs/ or community run_upp scripts, in which case DTC members will be added to review PR. This file can be modified as needed to best suit code managers needs.
