See icon in reports with attachments

In report searches users can now see at a glance if a report has attachments.

Closes AB#1012

User changes

• On the reports page, reports table and summaries will now show a paperclip icon if the report has attachments.

Superuser changes

Admin changes

System admin changes

• anet.yml or anet-dictionary.yml needs change
• db needs migration
• documentation has changed
• graphql schema has changed

Checklist
