LDDTool does not write a DocBook file for the Common Dictionary

🐛 Describe the bug

When I did set the LDDTool -D option I noticed that the customized DocBook file produced for the Common dictionary was not properly formatted. This issue does not affect the export of the DocBook files for the operational PDS4 Data Dictionary (DD) documents. This export is a customized version of the DD document that is limited to one dictionary (namespace), either an LDD or the Common dictionary.

🕵️ Expected behavior

I expected the Common dictionary in the expected format.
