CCB-362 Add a permissible value of nm/mm to Units_of_Misc

The request is to add the permissible value “nm/mm” and its value meaning to the unit of measure <Units_of_Misc>.

This change is needed to provide a unit of measure for slope parameters of a linear variable filter.

There was a swap between the issues listed below. Namely “microradians” was added under the Issues associated with 362 and “nm/mm” was added under the Issues associated with 361. The results however are the same and the necessary operational files have been updated properly.

The attached PDS4 Information Model Specification can be used to verify the results. Use browser “find” to search for “units_of_misc” and after two clicks you will find “nm/mm” listed. Similarly use browser “find” to search for “units_of_angle” and “microrad” is listed. As they say, “sorry for any inconvenience”.
