There is still some additional things I want to add prior to merging this in (e.g. listing of collaborators, TSC, and PMC), but I wanted to get this out there for an initial review. |

Description
Initial creation of an Aerie open source governance model. This simply adds a GOVERNANCE.md document to describe our governance.
