Fixes some #511 aura issues.

Added ROConfig option for each server to specify aura levels.
Is the ROConfig options OK, or should they be changed or removed?
Changes to the ProcessCommand seemed to work, but is there a better way?
Anything else to add or change?

Tested with /aura, /aura2 command and @blvl 1, @blvl -1 commands to find any issues.
