This updates the project by changing the following

  1. No longer rely on vcpkg to build ffmpeg
  2. libogg, libvorbis, and lame are all built manually as dependencies
  3. ffmpeg is built manually from source so that the version can be locked by changing which tag commit is checked out in the submodule.
