Make TWISS compute [XY]ROTATION exactly, including linear and second order maps #1125

To see what goes wrong, run this example: complicated-drift.txt. The example is just a somewhat complicated way of making a 5 m drift. TWISS in MAD-X 5.08.01 will get the dispersion wrong. With this patch, TWISS run on [XY]ROTATION will compute the orbit, linear map, and second-order map exactly. A test case is added comparing TWISS and TRACK with PTC_TWISS results.
