Change owner of delegation-controller to @MetaMask/delegation

DelegationController was originally implemented for the Vault project, which is no longer under development. As such, it does not make sense for the Vault team to continue owning the DelegationController (this team also does not exist!).

This changes the owner of the controller to @MetaMask/delegation who will be responsible for it moving forward.
