The updated test-coverage workflow in #221 fails on main because it now requires a codecov token to upload the coverage. Plus, in this case, it has to be an org token.

This PR reverts the workflow back to the April 2024 version before the critical change in May 2024 that would require the token, and kept the "set default permissions" change to be consistent with the other updated workflows.
