It addresses #56 by adding new jobs in circleci to build and deploy pymialsrtk on PyPI.

Seems ready to merge!
Just needs to be updated after #55 is merged as it changes the list of outputs and then all tests should passed.

It is used to provide a package with no package data for first publication to PyPI
Otherwise we are exceeding upload size limit
