Coupling between MESMER and OpenSCM-Runner.

Installation

MESMER-OpemSCM Runner can be installed with pip: pip install mesmer-openscmrunner. For Windows users, note that we are having trouble with installation because installing rasterio on Windows is non-trivial (see e.g. here).
