Is the "Fiscal Sponsor Readme Attribution" relevant for MDAnalysis? From what I could gather from the NumFOCUS website, MDA is an "affiliated" project and not a "sponsored" project. For example, MDA has no NumFOCUS hosted project sponsorship page.

* updated high level description
* add NumFOCUS audit anchor as a reST link target as suggested by @jbarnoud 
* create GOVERNANCE.md (This file is required as a NumFOCUS sponsored project. Our primary governance document is https://www.mdanalysis.org/about/#governance)
