Expected behavior

Disabled buttons should not exhibit any interactive behaviors, including hover effects.

Actual behavior

Having a hover effect on disabled buttons can lead to user confusion. Typically, a disabled button signifies that it is not interactive and should not respond to user actions. The hover effect contradicts this indication, potentially misleading users into thinking the button might be actionable.
